Shailendra Kaushik is an urban mobility and PPP expert with over 25 years of global experience across Asia, Africa, the Middle East and the Pacific. He specialises in policy formulation, investment advisory, mobility planning, PPP structuring and climate-aligned transport infrastructure finance.

As Co-Founder of Cities Forum and Senior Advisor to ADB, GIZ and GGGI, he has led national transport policies, large-scale PPP transactions and innovative urban mobility projects. His expertise spans public transport, electric mobility, metro and rail, roads, airports and logistics, covering the full lifecycle from planning to implementation.

He was instrumental in developing Dubai's first PPP under the Dubai PPP Law, the Dubai Courts Robotic Parking Project, creating a model for future concessions in the region. He is also a recognised trainer, having designed and delivered capacity-building programmes on electric buses, depot management and PPP structuring for transport authorities and startups across India, Africa and Asia Pacific.
